irs refund under review 60 days

Got a letter early mid march saying i need to file for 2017. You say you have that refund already. IRS = federal. A few days later I receive what i believe is a 4464c letter explaining that my return was under review for 60 days and for me to not contact them til after this 60 days. I do that.
